Small Business Act

The Small Business Act permits certain businesses operated by persons with disabilities to compete for small business procurement set-asides and establishes two loan programs aimed specifically at expanding employment for people with disabilities.

The loan programs are:

  • Workshop Loans. Direct loans enabling public and private sheltered workshops to produce and provide marketable goods and services. For example, these loans may enable a workshop to build a facility or acquire working capital.
  • Handicapped-Owned Businesses. To be eligible, the business must be independently owned and operated, meet SBA requirements, and be 100% owned by individuals with disabilities. Loans can be used for construction, purchasing, and working capital.
